Two-tier fleet model

1. Taarkom Septenez (Septenez Fleet)

Home waters — the Imperial lake. No standing carrier inside the basin for routine posture (carriers are for Uzun Kol).

Two carrier strike groups for power projection outside the Septenez (other oceans, lily pads, peer signalling).
